I'm wondering if anyone has opinions/experience with Backblaze & also wondering if anyone has experience with Carbon Copy or Deja Vu and Libraries for local backups. Once a Library is modified would any of these backup solutions be able to save the changes made to the backup copy of the library or are you better off recopying the whole library?

Carbon Copy Cloner recognizes and can work with OS X Package contents. My nightly backups for 11TB of data take 5-15 minutes, depending on how much work I've done.

I've followed Ben's backup plans and use Carbon Copy Cloner and it has worked flawlessly (and fast).

I'll just add that I've always been a big fan of Chronosync. It can take a little bit of effort to figure out but it's really very flexible and supports copying just changes to package contents. I also like their free upgrades for life policy.
In my office Chronosync is currently backing up changes my work drive to a local clone every hour, backing the same work drive to a hard drive in another nearby building twice a day, backing up my user folder at the start and end of each day, and syncing my Motion folder to/from three other computers to make sure any custom effects I may have created are available on all of them. Once a week, I sync my system drive to a bootable clone. All changed files are archived and kept for 48 hours just in case...
Carbon Copy Cloner is great but it never hurts to explore the alternatives...
