Question: Why are there strange artifacts on my exports?

Hi
Whenever I try to share my project, the picture looks like it has a delay on it whenever there is significant movement.
There also seems to be horizontal lines across the screen as if it was on a very old tv. This isn't present in the final cut viewer, only when I share.
My settings for export are very standard. It is as a master file, H.264.
I've added a screenshot so you can see what I mean.
Is there anything I can do to rectify this problem? Or any mistakes I have made that are responsible?

Sounds like interlacing. You'll see it in FCP if you set the viewer appearance to show both fields.
