I use the first title of each video as the thumbnail for the videos when they are posted on YouTube. Other then using Save the Current Frame command in Share is there an app that can do this reading a project file? I thought that there was an app that would strip out still images from FCPX but I haven't been able to find any reference to it.

I think this is the utility you were referring to:
orangutan.cl/apps/fcpximageexporter/
It is a very handy tool for quickly exporting lots of still frames from an project based on markers on the timeline. However it may not fit your needs as it exports stills based on the original media and AFAIK it does not export stills from titles.
If you find using the Save Current Frame command too slow to export a small thumbnail from a title on your timeline you can park your playhead on the title and save a screenshot from your Viewer. To do this: press Command-Shift-4, then drag the crosshair pointer to select the area in the Viewer you want to save as a screenshot. This process takes less than two seconds.
