Strange Export Sync Problem

Hello.. I just picture locked and exported with TC burn-in for my sound editor. I'm having a strange issue though. Everything is perfectly in sync in the project, as seen in the 'Project' screen-cap.


But when I export the master file, everything is one frame off. As you can see in the 'Export' screen-cap, the timecode audio is off by one frame as evidenced by the waveform and the TC burn not matching up with the reader.



Everything is 23.98 48KHz and all settings for the TC generator, the project the export all match up.
I'm running 10.1.1 on 10.9.2 if that makes any difference.

Anyone have any suggestions?

Put a blank title generator (or an adjustment layer) above the entire length of your sequence and export again. Does this solve the problem?

Just tried it, still same result. Any ideas what could be causing this?
