I have been trying to select only a portion of the clip to adjust the exposure. I am able to select a portion but any corrections I apply affect the entire clip. Is there a way to adjust this portion only?

Only by splitting the clip. Do a cross dissolve to blend the two. No keyframing.

You'll need a plugin like SliceX, which could help if you need to track the region. You can perhaps get by with a free plugin like Andy's Region Tool, which will let you tweak simple things like saturation, brightness and contrast in a circular region that you can resize. There are others, but I haven't used them.
