How did he do this?

Look at the text. Some of the cars are driving on top of the text. I'm guessing this is timelapse, and I'm guessing he used masked the cars and keyframed them on top of the text. But it's really hard to do when the cars are blurry because of the shutter speed. So I'm not so sure he did it after all.

Any suggestions?

It's a simple Overlay. Put the title over the image, select the Overlay Blend Mode on the title and tweak.

Spending some more time I could have put a better mask over the street and the trees, and I could have added some grain to the overall picture as he did. But in fairness this is a very classic workflow.
