Just like the mSmoke and mDust files and many flare and leak movs these are clips that you need to composite over your footage inside FCPX. You can keep the files anywhere you want on your system.
To use them in FCPX you import them into your Event and you place them above a clip in your timeline. Then you select the file and in the Inspector > Video tab you go to Compositing and you set Blend Mode to Add to composite the file over the clip. You can use the Opacity slider to tweak the compositing strength, or try out other Blend Modes.
For Pixel Film files you can use the PFS Compositing Tool (Effects > Pixel Film Studios) to colorize, blur or scale the effect. But you could also do the same using the Color Correction or scaling parameters inside FCPX.
