Looks like they exported a frame as an image and used an image editing application to select the boarder and create a new layer with just the boarder. This layer can be exported from the graphics software as a PNG with everything transparent apart from the star of the shot. A few copies of the boarder are then overlaid on top of the still image.

There is no built-in Final Cut Pro X tool that can cut out a complex shape and no tool that will replicate the cutout over a freeze frame.
