Create an oval shape in Motion, Give it a glow or whatever, then track it to an eye. Duplicate it and track it to the other eye. Or manually keyframe the position.

Hands, well that's particle emitters or replicators creating the beams, and again, you're just tracking them or manually keyframing positions.

I learn better with visual demonstrations, So Is there a video tutorial to show me how to do it in fcpx?

I found one for aftereffects but I couldn't find a tutorial specifically for Final Cut Pro.

particle emitters and replicators are tools in motion, not FCPX.
