Depends on what you want to do with it. You can cut out each element in Photoshop or Pixelmator, and have each on a different layer. Save that as a .PSD and FCPX will let you move those layers around.
Or, if you want a real 3D object that you can move a camera around 380 degrees, that will take learning something like Blender or Modo and creating the object from the JPEG. Once done, you'd do the animation in that 3D app, and export that as a QT file for use in FCP X.
But FCP X does not support 3D object files natively. There is a plugin that does a rough job of it, but you can't use 3D object files that have external elements, as they get lost. The good news is, this plugin just got a really nice update and is much nicer than it's original version.

Sounds like you want to look in to Blender. But you won't be able to manipulate the 3D object inside of FCP X the way you want to, if I'm understanding correctly. All that animation will be done inside of the 3D modeling and animation application. The 3D Supercharge V2 plugin will only let you rotate and composite the object with other video, not change anything about the object itself. So you do all the animation inside of your 3D app, then export a QuickTime movie to composite in with other clips inside FCP X. I recommend Blender because it is free, and there is a lot of educational material around for it, and a lot of community support for it.

You can't just "convert" a photo into a 3D object.
Blender, as I said before. I use Modo, but that's a LOT of money. Get started with Blender. It is free.

Again, you create your 3D model in a 3D modeling app such as Blender or Modo. That will save it out as .dae, but there is no way to simply convert a JPEG to DAE.

IIf you have the money, Modo 701 is fantastic. The training from 3D Garage is the only way I'd ever recommend learning it. Be aware 3D modeling takes a lot of time and practice to learn. You may want to get Blender for free, do some tutorials, and just get a feel for how complex 3D modeling can be first, before investing so much time and money in something you won't stick with for the long run.
