Frame rate changes for broadcast

So I was wondering if anybody knows how to do this:

I have a project that is shot and edited at 25fps and was told to edit it at 23.98fps and then finally put it in a 29.97fps timeline for final export. Is there a way I can do this? Please note that this sequence was translated from a FCP 7 project to FCP X using 7toX.

I have tried making a new project at 23.98fps and then copy and pasting the 25fps into it, but some clips lost their audio. I then conformed a clip in the timeline to match the frame rate as a test, but the audio was still lost.

Would it be safe to assume that I should edit it at 25fps, export a movie and then conform to 23.98fps or to 29.97fps?

This is for broadcast on television and they require the end result to be at 29.97fps. What would be the best course of action to take to make sure my final movie is at 29.97fps and not have a time difference? The broadcaster has strict rules on things being at the correct time to the second.

Footage was shot in HD 1080p at 25fps
Audio was recorded on camera.

All footage was shot before we had to the go ahead for broadcast, in future we will shoot at the correct frame rate to make things easier.

This is all very new to me so if anyone can help, I will greatly appreciate it.

Thanks

Safest thing to do, and to keep top quality, edit in the media's native format, 25fps, etc.

Export the final project as ProRes 422, convert it in Compressor to the client's desired format.

I'd never try to jump through that many hoops. To many things to go wrong, as you can see. Just edit 25fps. Once you convert the output ProRes in Compressor, you'll have better results.

As for losing audio, copy and paste shouldn't do that. I'd make sure the "Source Media" menu in the Tool Bar (or Edit menu) is set to "All" (Shift-1), not video or audio only. No clue why it would not paste the audio. That's odd.

The best thing is to start your edit in 29.97i dropped frame, that way you will stay with correct timing for final broadcast output, especially if it has to be exactly something like 45:00 long. If you have already editing in 25fps then keep it at 25fps and conform in compressor. Your edit points may result in strange overlaps and blank spaces if you change your project frame rate halfway through a project. If you have scrolling credits conforming to another timebase will usually result in flickering/stuttering scrolling credits. So make sure you do the scrolling credits in 29.97i.

I have to seriously disagree. Flickering is an interlaced issue, not a progressive issue, thus I avoid interlaced. I've done many conversions in Compressor for many years and never had any of these types of issues. There will be no overlaps or blank spaces. No one is suggesting changing the frame way "half way through" anything. Just change the frame rate once, for delivery, rather than twice or three times, which will contribute to image quality loss much easier and faster.

The conversion has to happen. FCP X and Compressor will do basically the same thing, except that Compressor has much finer and much more precise controls. Create a preset in Compressor, use it for one output in FCP X, job done. Save quality, save time.

Compressor will be far superior in doing such a drastic frame rate change, do it once, not twice.

Thanks a lot guys, this helps me a ton.

Luckily we don't need to do scrolling credits so no need to worry about that.

The Source Media menu is set to "All" and only a few clips lost their audio, not all of them.

Right now I am just going to carry on working in the native frame rate and cross the conversion bridge when I get there. And I agree, Compressor does a much better job.

I assumed this was for 1080 HD broadcast which is usually 1080i29.97 dropped frame where I live.

I live in South Africa and we shoot in HD 1080p at 25fps. In future though we will shoot and edit in the frame rate of the area that the final product will be broadcast in, in this case, USA.
