Is there any function in FCPX that will allow me to add color to black and white videos?
Or do I need a add-on?

That is serious high end rotoscoping. You'd want something like Smoke to start doing that sort of work.

Unless you simply want to "tint" it, then the Tint effect will do that.

So I can to color splash with photos with a free program like Gimp, but when it comes to video I need a program that costs $3000?

You can export the video as an Image Sqeunce, and use Gimp or Pixelmator or Photoshop to manually color in each frame at at time. But do you really have the time to color 1500 individual images for only one minute of video?

Single frame graphics and moving video are very different animals.

No, I would absolutely not edit each frame like you explain. I simply just want to know if there is a program that can do the job for a lot less den $3000.

Maybe for a quick&dirty try you could use several keyframeable masks and apply a tint to each? Thinking of Alex' masks or SliceX here. Still a huge amount of work, though. You might like to use it only on rather simple images.

Technically you could do it in After Effects or Motion, but you're going to be doing a lot of manual keyframing, and manually tweaking tracking. I doubt it would save much time over manually painting in a graphics app. Remember, you are trying to track grayscale areas that are very similar to each other.

Here are two very good articles that discuss the complexities of coloring B/W film.

Ok, it seems like it´s a hard work doing that.

I´m off with just still images then :)
