What kind of effect is this? 3D?

So I've come across this picture of Rihanna, and I wanted to know what kind of effect was used here. Is it 3D or is it simply layers in different colors?

I'm asking because there's also a "behind the scenes" video of her where they also used this effect and I would really like to know how it's done in Final Cut Pro X...

Help please?

Although the colors are similar to what you'd expect with 3D (at least the old school type with the red & blue lensed glasses for viewing), I'd say this is a photographic effect using 1 regular photo & at least 3 possibly 4 tinted overlays of reduced opacity.

The reason I don't think it's 3D is that the additional layers aren't skewed horizontally to match the human eye, but somewhat vertically as well.

"CHV Prismatic Shake" does this exact effect. It is simply doing an offset of the RGB channels. One layer, one filter, done. I've seen other filters that do this in various ways.
