Frame rate degrader plugin, Strobe Dissolve was created by cmpfireman
Does anyone know of a plugin for FCPX 10.0.7 that will make my footage appear at a lower frame rate - 15fps, 12fps, even 1 fps if I choose. CHV has something called Staccato but only for FCP7. Help please!

Motion has a filter in the Time collection called Strobe.
I have a Strobe & Blink effect I created in Motion for FCP X that does something that may work for you.

In my "Template Master" app, on the App Store, there is an effect called "Frame Rate Emulator".
You can put a clip of any frame rate in a project timeline of any frame rate, matching or otherwise. Then you set the 2 frame rate settings in the effect inspector, 1 to match the project properties and the other to what frame rate you want to emulate.
When you export you will have the frame rate of the project you are working in but it will look like the frame rate you want it to look like.
It wont do 1fps, the output choices are 3, 6, 18 & 24fps.

in Motion there is this Strobe-Effekt in Retiming wich works perfectly .. but it simply doesn't work in FCPX as a Generator. Does anyone know whats going wrong there?
The Strobe-Filter just looks odd to me.

It works as an Effect in FCPX, then just set it to 1.0, and you'll have one frame per second playback. But it won't "conform", it just plays the first frame of every second of video, dropping all the frames in-between.
The Strobe Rate is how many frames to skip, or drop, between played frames. Simple as that.

yes that works, but still i think it looks odd ..
edit:
i found why it looked so odd - just a performance issue in FCPX .. after render it looks totally fine
