First, thanks for the great forum - I have been learning so much lurking the forums! This is my first post.
I'm curious if anyone can help me understand how to create an effect. I'm not sure what to call it - other than perhaps beats per minute?
It starts at 0.07 sec in this clip
For the speed changes - I guess the idea is to slow the video down, speed it up etc. I'm not sure how to accomplish this with a clip? For example, do I copy a portion of the clip and paste it - slow down the first cut, and then speed up the next cut and let the video move on?
And the shake effect - is this a plug-in in FCPX?
Thanks for your help...
Darren

Looks mostly to be just retiming and reversing clip. then some removal of some frames here and there.

Yep. Retiming and Editing.
There are some good retiming tutorials floating around. Speed ramps is what you're looking for. The plugin you want is twixtor, but it's insanely expensive and fairly complex...

You could probably do quite a good job without Twixtor, depending on what frame rate you shot at. The higher the better for the slomo stuff, but
FCPX use of Frame Blending or Optical Flow
can perform fairly well.
Basically, what I would do is lay down your audio track then put markers on the most dramatic beats you want your cuts to sync to. Then start dropping in your footage, stretching & shortening to hit those markers. If you have a section where you want to do both in a single clip, just use the razor tool, stretch half, speed up the next bit.
It's a nice effect, please share your work here when you've had some fun with it.

To get the best retiming, it MUST be done in-camera, period. Not even Twixtor can match in-camera retiming.

Question - how do I / can I cut the footage frame by frame, or second by second? If so, how do I perform that action? I've tried with the cutting tool, but it doesn't seem to be working. It will skip 2 seconds ahead from time to time etc.

Use the arrow keys to move the playhead one frame at a time.
Use Command-B to make a "cut".
I have never experienced the playhead jumping around as you describe.

2 seconds is a lot of frames, depending on your frame rate of your clips, so I suspect you may be hitting a wrong key to cause the playhead to jump that far. Turn snapping OFF and then zoom your timeline in real close. Then using Ben's suggestion of the arrow keys (LEFT and RIGHT) you should easily be able to move throughout the timeline at 1 frame intervals.
