been trying to find this for ages.. any ideas what its called?

Simple custom transition created by shifting images left/right quickly and some blur. Nothing some creative keyframing in Motion wouldn't do.

ive tried with no luck, seem that the editor has got specific overlay settings for the top layer or added some kinda of plugin...

please help

Looks similar to an effect in the new Impackt transitions pack from Luca Visual Fx.

If you want a free solution, you could try a little skew and animating the centre point of my free 'Tile a4d' effect, adding some horizontal blur using the 'Directional Blur' effect (from the Blurs section).

on my blog.

It isn't a transition (yet), so you'll have to put a cross dissolve between your outgoing clip and incoming clip into a compound clip and keyframe my Tile a4d effect that's applied to the compound clip in the main timeline.
