Soundtrack Pro is not available as standalone. It was part of FCS and Logic Pro.

If you need a good sound mixer, check Audacity or Ardour.

It is still part of Logic Pro Studio boxed suit in the online Apple store, only.

I bought the Logic Pro Suit last year, and unless they have changed it, it includes WaveBurner, MainStage, Logic Pro, Soundtrack Pro and Compressor 3.5. At the time it was a $500 bundle.
