Letterbox offset in 10.0.6?

I can't find the offset regulator when using the letterbox effect in 10.6, can anyone help me?

As well as X, Y and scale control for the underlying clip, there are other controls:

alex, shouldn't the aspect ratios below 16:9 on a 16:9 video become pillarboxed?
example: when i select 4:3 on a 16:9 video i get no black bars at all.

I wanted this effect to work when applied to a clip of any aspect ratio, bendermac.

It is difficult to use the aspect ratio of the clip to control the scale of the letterbox. I've included the Letterbox Size control; you need to scale down the letterbox to show the pillarboxing.
