i was just wondering which point is the maximum level for broadcast safe?(pal)

the red or the blue one?

and what are the values of them?

That's a histogram. The vertical value is percentages. You need to look at the waveform.

so the histogram`s nothing to do with the broadcast safe?or just the horizontal values?

Only horizontally not vertically. The waveform is a more accurate representation.
