Seems the FAA here in the U.S. isn't going to dick up things for us aerial videographers after all. May need to get a license, which from the current proposal documents looks like about $2K USD. But that is doable, and will keep the idiots out of the game. Very reasonable, very realistic, and makes things very accessible to professionals.
