They also did the text at the start of the video. From .20sec in the video is where the main effects start. How is this accomplished ? does anyone have any insight.

That is not really and effect, but done by painting strokes frame by frame on the video.

You can accomplish it easily in After Effects, Motion or event the latest Photoshop.

This can get your brain moving in the right direction in Motion:
