That's not really a title effect, it's titles over a CGI effect. The scene is a computer generated image or environment made to look like space. It's made to look like we're passing thru a massive gas cloud in outer space.
My guess is that's a piece of stock footage sold by an image bank. You order & download it, drop it into your timeline & color it or change the speed as you see fit. The clip is similar to the other environment (though not as dramatic) which appears at 1.40 with the floating bokeh bubbles & lights creating a kind of blue underwater effect.
If you do searches for video stock footage, or video image banks, you'll find vendors of similar clips. Generally the files are in an HD format you purchase with a license to use it in your production.
The good news is those clips are probably around 20 bucks, the bad news is, even coloring them, once people have seen them, folks don't really care to see them in your projects again.
Now... where do we line up for our Kool-Aid?

Here's one I did a long time ago, faking it with built-in Motion graphics. Not as realistic, but just to show how close you can come with 2D objects, for fun.
View Video Here
Check out at about 1:58.
But for the truly realistic effect you see in the example posted, either stock clip, or 3D modeling yourself.
