How to do this effect ?

Another suggestion will be welcome : this is not exactly the result i was expecting.

what you saw is not an effect. it is just a bunch of images and video cut really short. probably like 10 clips played for 1 second or less.

I found it as transition in TransDub by Pixel Film Studios.

Here it is at 0,28 :
