As many of you know, the optical flow in FCPX doesn't perform very well in certain areas.
Can Compressor with optical flow do a better job?

Only because you can tweak several parameters that are not available in FCPX, but they both use Optical Flow.

In other words, yes, but it's cumbersome?

Optical Flow only works perfectly if you know when to use it and when not. Not only in FCPX, but also in Motion or Compressor or whatever application that uses Optical Flow. If the video you have shot is not fit for optical flow slow motion neither Compressor nor any other application will give you any better result than FCPX. In such cases you should use a different slow motion method, or better prepare your video for slow motion during the shoot.
