It's in Motion. Specifically what are you looking for? "Stutter" can mean a few different things. Strobe, jitter? Can you site an example somewhere?

There are a few effects in my "Template Master" app on the app store that do stuff like like this.
Free Strobe, Auto Strobe & Shake Strobe.
Something there may be useful to you.

I would also like to know how to create this effect I searched for template master in the APP store and it isn't available for 10.6.8 and I refuse to update to buggy LION any way I can get that standalone effect ?

Lion isn't buggy. FCP X is actually more stable and quicker in Lion. And some of the new minor navigation and auto-save features I absolutely love. Learn Lion, it's really great.
But yeah, that would be really easy to create in Motion as a template.

"Template Master" won't run on anything earlier, 10.6.8 doesn't support the IAP model that the app runs on. I have absolutely no problems running Lion but if you send me an email, you can find it here on my website link in my contact information, I'll send you the "Free Strobe" effect.
The effect was one of the easiest templates I've made, but getting it to operate consistently at all available frame rates made it one of the most complicated.
