So I watch a YouTube channel that does really cool animations but the original art is from still images on cards for example here: know the applications they use but I have apple motion so I would rather not go and spend more money if I can use apple motion instead. If so though where can I find tutorials to do all this stuff?

you can for sure animate stills in Motion (masking + moving 'parts').
But…
Your example with the chainsaw-guy - that's not an animated still, but a video-grab from inside the game…

To have a YT video start at a specific point add "&t=39m00s" to the link. (or "&t=2340s".)
