Could one do a 2.5d video like Tagliafierro's "Beauty" using Motion 5?

I don't own Motion, but I have a personal (amateur) project that I'd like to try which would involve turning 4 paintings by Thomas Cole into a 2.5d video. This would be a "learning" project; I have no experience with Motion or 2.5d.
For those familiar with the 2.5d capabilities of Motion, can it replicate (can it be on par with) the same parallax motion exhibited in Tagliafierro's "Beauty," particularly his animated landscapes?
Also, as a second question, Tagliafierro subtly animates the bodies of water in those landscapes. Does FCPX or Motion have an effect (native or plug-in) that could replicate subtle water motion (of, say, a lake or stream)?

For After Effects but the principle is the same
