Fitting Photos to Screen

Greetings FCP 7 forum, I'm having a problem resizing a still image to fit into the title safe area. I usually do this by clicking on image+wireframe then dragging a corner, but it's not allowing me to do that. Also, I haven' a clue why some of the stills are cropped in the Viewer. I've been away from editing for three years and am making a very simple 44 sec. stills & music clip, but have spent hours trying to solve this problem. Since I was supposed to turn this over on Wednesday and it's now 4am on Thursday, any help would be much appreciated.

What happens if you adjust the Scale in the Inspector?
