Replace system colour picker?

Does it drive anyone else mad that it's - I don't know what the word is but it doesn't change state depending on what I've clicked on; it's state is always related to what it's been opened for.

And more often than not once I've clicked away it forgets what it was open for in the first place leaving me to dismiss the window and reopen it.

are there any hacks or utilities to either change this behaviour or (less likely) replace the system colour picker?

I'm not going mad am I; this is the default and unchangeable behaviour?
