I have two clips. On is 5 seconds and the other is 15. But the chevron clips will not let me stretch it longer than 1 second. Is this normal?

You’re limited by the available handles fire each shot. Double click the transition or edit point to open the precision editor to see how much available media there is. You might need to trim the shots to create more available overlapping media.
