Snap to time grid won't turn off

I'm running Mojave Version 10.14.5 on a MacBook Pro, 2.8GHz i7, 16gb ram, Solid State hard drive
FCPX Version 10.4.6
Please forgive my ignorance. I'm new to FCPX. I've never had this problem before and I'm not sure how to solve it. I'm unable to select a specific edit point. Every tool I use is snapping to the nearest second on the time grid. When I use the blade on a specific part of my timeline video, it cuts it at the nearest second. When I try to select a portion of the timeline video, it selects in 1 second increments. I understand that there is a snap-to-grid tool, but it doesn't seem to do anything. I've tried restarting both the program and the computer.
Can anyone tell me how to fix this?
(If the video I embedded doesn't show up properly, feel free to visit the following link):

Thank you in advance!

You have your timeline zoomed in to show individual frames in the ruler grid above, not seconds. There are two indicators for that. The most obvious is the light grey bar appearing when you move the skimmer. The second one is the timecode window which shows changes in the fourth of the five columns you have chosen (preferences) to display, which are frames, not seconds. When you draw the range tools, it shows how many frames are added to the selection, not seconds. The outer right column indicates subframes, which are 1/80 of a frame, not shown by default. So if you cut video, the grid is determined by the project's framerate.
