Probably done in camera, with the camera lens zooming. But in post you can fake it by keyframing the Scale parameter in the Inspector > Video > Transform section. I'd not increase scale over 130% or you risk losing some image quality.

if you don't mind, i have another question about the same video.. Do you know how to fix the border or frame? I mean like.. you see the top and bottom are different, with pictures i think? Can you tell me, how can i fix that?

Simple graphic with the center part as an alpha channel (totally clear) placed on top of the normal video. You could even make it an Effect or Generator in Motion for use in FCP X. I could slap one together for you really quick.
